Activities of P.S.I.E.C. Ltd. Chandigarh

Punjab Small Industries & Export Corporation Ltd. (PSIEC) was set up in 1962 with a view to promote small scale industries in the State. The Corporation is involved in the following activities:-

  • Development of Infrastructure facilities;
  • Deposit works by Engg. Wing;
  • Distribution of Iron & Steel Material;
  • Marketing of products through Emporia and Marketing Division; and
  • Promotion of exports;

Business Performance:

The equity base of the Company as on 31.3.17 is Rs.5000.82 lacs.

Raw material wing activity:

Raw Material Depots:

Since inception, the procurement and distribution of essential Raw materials has been the main activity of the Corporation. Steel and Pig Iron and Coal are procured from the main producers/departments like SAIL, RINL, Coal India Limited, and then distributed to SSI Units throughout the state for which the Corporation has a network of depots at Ludhiana, Jalandhar, Mohali, Batala and Amritsar. Corporation is also Nodal Agency of Govt. of Punjab for procurement and distribution of Coal to small & medium and other units.

Handling Agency:

The Corporation is acting as handling agent of SAIL, HZL at Ludhiana, Mandi Gobindgarh and Jalandhar from where the producers distribute iron and steel, zinc and aluminum to industrial units in Punjab.

EMPORIA WING:

The Corporation is running a chain of seven Emporiums under the name of "Phulakri" at Delhi, Chandigarh, Patiala, Ludhiana. Jalandhar, Amritsar and Kolkata with the objective to promote the interest of small scale units and craftsmen by selling their products through this network.

For the upliftment of the weaker sections of society, the Corporation has set up a Crafts Development Centre at Hoshiarpur for the procurement, development and marketing of lacquer and inlay crafts.

ENGINEERING WING :

With a view to have planned industrial growth, the task of development of industrial infrastructure in the state has been assigned to PSIEC by the State Govt., & in turn Engineering Wing(EW) of Corporation is responsible for the development of Industrial Focal Points(IFPs)for expeditious & planned growth of the industry in the state. The Corporation has so far developed several IFPs in the various districts of the state which have been acting as catalysts for promoting industry in the state. In addition EW is also undertaking deposit works for building projects on behalf of various State Govt. organizations namely Punjab Pollution Control Board, Patiala Employees Provident Fund Organization, GOI, Mahatama Gandhi State Institute of Public Administration, Punjab, Chandigarh etc. PSIEC had also constructed a number of prestigious ESIC hospitals/dispensaries/staff quarters in the state at Rajpura, Ludhiana, Jalandhar, Phagwara, Chandigarh etc. on behalf of Employees State Insurance Corporation, new Delhi apart from bus stands at Nangal, Pathankot, Dera Baba Nanak, Nawan Shehar, Hoshiarpur on behalf of Department of Transport, Punjab. PSIEC constructed state of the art building for NIIFT Mohali. Recently, under Skill Development Mission Punjab, PSIEC constructed their building in ITI Ludhiana.

Projects undertaken by Engineering Wing during the year 2016-17.

  1. Development of Light Engineering Cluster at Industrial Focal Point Nabha. PSIEC has undertaken the development of Light Engineering Cluster at Industrial Focal Point Nabha on 83 acres of Government land. This project has been got partly funded under the MUIIS scheme of Govt. of India. The work is in progress.
  2. Hi tech Cycle Valley at Ludhiana. PSIEC has acquired approx. 300acres of Panchayat land of village Dhanansu of District Ludhiana. The planning of the same is being done by the Consultant M/s IPS Mehtalia, Bombay. Direct approach road from Chandigarh to Ludhiana High way has been planned. The cycle valley will catter the need of industry of the Focal Point at Ludhiana.
  3. Setting up of Industrial manufacturing Cluster at Rajpura. PSIEC has identified Panchayat land of village Pawra and Takhtu majra for setting up of the project. The land for direct approach road from National High way number1 has also been identified.
  4. PSIEC has setup ETP at Induatrial Focal Point, Derabassi and STP at Mandi Gobindgarh.
  5. As deposit works PSIEC has constructed ITIs at Manakpur Sharif, Malod, Singhpura, Adampur and Niari.
  6. Under the Punjab skilled Development Mission PSIEC has constructed the building at ITI, Ludhiana.

Export Wing:

Export Promotion Activities: PSIEC is a Nodal Agency of Punjab Government for promotion of exports and implementation of various schemes of Central Government for the growth of exports from the State. It also facilitates the visit of delegations of manufacturers/exporters from the State of Punjab to overseas countries.

1. ASIDE Scheme of Govt. of India PSIEC is a Nodal Agency for implementation of Central Government scheme known as Assistance to States for Development of Export Infrastructure and Allied Activities (ASIDE) Scheme. A State Level Export Promotion Committee (SLEPC) has been constituted under the Chairmanship of Chief Secretary, Punjab to approve the projects. PSIEC received a sum of Rs. 15.98 crs. during the financial year 2014-15 through the State Govt. under this scheme. Out of this, Rs. 12.78 crs. has been released against 5 projects approved by SLEPC. Govt. of India has discontinued this scheme from 2015-16. Ministry of Commerce GoI has introduced a new scheme titled “Trade Infrastructire for Export Scheme”(TIES) for the period 2017-2020. As per the guidelines the project proposal under the scheme to be submitted by the implementing agency of the state shall be technical and financially vetted by the respective departments of the state Govt. and the Export Commissioner of the state shall be the Nodal Officer. The Managing Director PSIEC has already been nominated as Export Commissioner of the Punjab State.

2. India International Trade Fair (IITF), New Delhi.On behalf of Govt. of Punjab, PSIEC coordinates the state participation in the India International Trade Fair (IITF) held from 14th to 27th November every year at Pragati Maidan, New Delhi.

3. Setting up of an Apparel Park at Ludhiana The Government of India, Ministry of Textiles, accorded its approval to PSIEC for setting up of an Apparel Park at Ludhiana with private participation wherein world class infrastructure was to be provided. A new company under the name of Punjab Apparel Park Ltd., was incorporated on 31.3.2003. For monitoring the progress of the Apparel Park, the State Government constituted a State Level Committee (SLC) under the chairmanship of Prinicipal Secretary, Industries & Commerce. The total cost of the project is Rs. 40.00crs. and Govt. of India has provided a grant of Rs. 13.07 crs. for the same.

4. Trade Information Centre PSIEC has set up a Trade Information Centre at its Head Office, Chandigarh.
